Gov. Pat Quinn Aims to Eliminate Illinois Substance Abuse Treatment Money – (Springfield, IL) – February 28, 2011. Governor Pat Quinn proposes to eliminate all state funding for Illinois alcohol, drug prevention and treatment services, starting on March 15. The Illinois Alcoholism and Drug Dependence Association plans to fight the budget cuts, says CEO Sara Moscato Howe.
